Early involvement, fewer surprises
Early cost, constructability, and schedule insight reduces rework and raises confidence before construction begins.
Service 01
Construction Manager at Risk (CMAR) is a project delivery method in which the general contractor is hired during preconstruction to advise on design, budget, and schedule, then commits to a Guaranteed Maximum Price (GMP) and takes on the risk of cost overruns above it. E-CON Group has delivered CMAR projects for Texas public owners since 2009.
Why E-CON
Our CMAR delivery puts us on your team early, before drawings are finalized and risks appear. We provide guidance on cost, scope, and scheduling from day one. That collaboration protects your budget, limits change orders, and keeps control tight from preconstruction to punch-out.
Early cost, constructability, and schedule insight reduces rework and raises confidence before construction begins.
We coordinate timelines early so build phases stay predictable, efficient, and on track through delivery.
We understand Texas CMAR requirements and manage public-sector expectations with full transparency and compliance.
Questions owners ask
The GMP is the ceiling on what the owner pays for the defined scope. If costs run over the GMP, the construction manager absorbs the difference. If the project comes in under, savings are typically returned to the owner per the contract.
As early as possible, ideally during schematic design. The value of CMAR comes from preconstruction input on cost, constructability, phasing, and long-lead materials before the design is locked.
Yes. Texas Government Code Chapter 2269 authorizes Construction Manager at Risk for governmental entities, including school districts, cities, counties, and colleges, selected on qualifications and price proposal.
